CASE STUDY ABOUT THE GAEPE BRASIL IN FACING THE CHALLENGES OF NATIONAL EDUCATION POLICY

This article presents results of an empirical research on the innovative institutional arrangement named Cabinet of Articulation for Confronting the Pandemic in Education in Brazil (Gaepe Brasil); currently, Cabinet for the Effectiveness of Education Policy in Brazil. The aforementioned initiative aims to bring together institutios seeking to reach minimum consensus on hypercomplex problems, in order to contribute to an articulated effectiveness of the national education policy. The theoretical reference is the Law and Public Policy Approach, developed by authors such as Bucci, Coelho, Bitencout, Motta, as well as the New Legal Realism (Clune). Using the Case Study as an approach methodology, the objective is to carry out a legal-institutional diagnosis of the perception of the participants of Gaepe Brasil regarding the influence and institutional permeability of this multilevel governance in the respective participating institutions (of the three powers and of all federative spheres) . The semi-structured interview is adopted as the main method of procedure for data collection and as a method of procedure for the qualitative analysis of the information collected, the technique of Grounded Theory Approach - GTA (Cappi, 2017). A comparative analysis of the perceptions of different institutional representatives and their speeches is carried out, to define open theoretical statements, from which condensed theoretical statements are derived, to infer, in a controllable way and with transparency of the scientific criteria adopted, a diagnostic evaluation of the performance of Gaepe Brasil, as an innovative articulation experience, in the first year of operation.
