Em um provocativo texto, Pedro Fortes explora a ideia de se criar uma cidade charter no Rio de Janeiro e levanta a questão sobre se as cidades charter podem ser consideradas bypasses institucionais. Como ele reconhece, isso está além do escopo de nosso livro: não exploramos bypasses legisladores/regulatórios. Em vez disso, o foco de nossa atenção foram instituições que prestam serviços. A razão para limitar o escopo de nossa análise fica clara no texto de Fortes: por meio de uma série de analogias comparativas e históricas sobre cidades charter, Fortes mostra que esse tipo de reforma gera significativos desafios.
